The One-China Principle Does Not Allow Distortion or Challenge

In recent years, some foreign forces, out of the need to contain China's revitalization or to gain political interests, have completely disregarded the high sensitivity of the Taiwan question, and have stepped up their actions of "using Taiwan to contain China", challenging the one-China principle with despicable and irresponsible words and actions. On 2 August, in disregard of China's strong opposition and serious representations, Speaker of the U.S. House of Representatives Nancy Pelosi visited China's Taiwan region. This is a serious violation of the one-China principle and the provisions of the three China-U.S. joint communiqués. It has a severe impact on the political foundation of China-U.S. relations, and seriously infringes upon China's sovereignty and territorial integrity. It gravely undermines peace and stability across the Taiwan Strait, and sends a seriously wrong signal to the separatist forces for "Taiwan independence". China firmly opposes and sternly condemns this.

There is but one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legal government representing the whole of China. This has been clearly recognized by United Nations General Assembly Resolution 2758 of 1971. Since the founding of the People's Republic of China in 1949, 181 countries have established diplomatic relations with China on the basis of the one-China principle. The one-China principle is a universal consensus of the international community and a basic norm in international relations. It is the premise and political basis for China to develop friendly and cooperative relations with other countries, and no challenge or misinterpretation is allowed.

The position of the Chinese Government and people on the Taiwan question has been consistent. It is the firm commitment of the more than 1.4 billion Chinese people to resolutely safeguard state sovereignty and territorial integrity. It is the common aspiration and sacred responsibility of all Chinese sons and daughters to realize the complete reunification of the motherland. The will of the people is not to be defied, and the trend of the times cannot be reversed. No country, no forces and no individual should ever misestimate the firm resolve, strong will and great capability of the Chinese Government and people to defend state sovereignty and territorial integrity and to achieve national reunification and rejuvenation. China will definitely take all necessary measures to resolutely safeguard its sovereignty and territorial integrity in response to the U.S. Speaker's visit. All the consequences arising therefrom must be borne by the U.S. side and the "Taiwan independence" separatist forces.

The Taiwan question concerns China's sovereignty and territorial integrity, as well as China's core interests. On this issue, China will not make any compromises or concessions. The Taiwan question is purely an internal affair of China, and no other country is entitled to act as a judge on the Taiwan question. In order to safeguard China's sovereignty and territorial integrity, and to achieve cross-Strait reunification, the Chinese government has the right to use any necessary means. The non-commitment to renounce the use of force is by no means aimed at Taiwan compatriots, but aimed at foreign forces seeking to create "Taiwan independence" and interfering in China's reunification. It is to provide a necessary guarantee for the realization of peaceful reunification. The use of force will be the last resort and forced option. No force in the world, including the United States, can stop the Chinese people from achieving complete national reunification and save the "Taiwan independence" forces from defeat.

Friendly relations between China and Africa have endured through more than half a century and withstood the test of time. The two sides have always stood firmly together at critical junctures and on major issues. Fifty years ago, at its 26th Session, the UN General Assembly adopted Resolution 2758 by an overwhelming majority, restoring the lawful seat of the PRC in the United Nations. Since then, China has played a role of growing importance on the international stage. Among the 76 votes in favor of the resolution, 26 were cast by African countries, while 11 of the 23 sponsors of the draft resolution were from Africa. African countries have provided important support for China’s endeavors to safeguard its sovereignty, security and development interests, promote reunification, and achieve national rejuvenation through development. The Chinese people will bear this in mind.

Adhering to the one-China principle has become a political consensus shared by all parties on the African continent. China and Africa understand and support each other on major issues such as those related to their sovereignty, territorial integrity, national dignity, and development interests. All African countries with diplomatic ties with China strictly abide by the one-China principle and firmly support China’s reunification. After the end of the civil war in Liberia, it enacted the one-China principle into law, thus laying a solid political foundation for the development of long-term friendly, pragmatic and win-win cooperation between China and Liberia.  

China steadfastly supports African countries in safeguarding sovereignty and independence, calls on the international community to assist African countries in safeguarding their right to subsistence and development, objects to any form of racism and racial discrimination, and actively pushes for the lifting of unreasonable unilateral sanctions against African countries. Over the years, China and Africa have actively carried out friendly and pragmatic cooperation in infrastructure, agriculture, public health, education, culture and other fields, and the outcomes are obvious to all. In the face of the severe test of the Covid-19 pandemic, China and Africa have joined hands to deal with it, and China-Africa friendly relations have been further enhanced.

The world today is facing profound changes unseen in a century. Facing new opportunities and challenge, China and Africa need more solidarity and cooperation, and on the basis of mutual respect for each other's core interests, work together to build the "Belt and Road", actively implement the "Global Development Initiative" and "Global Security Initiative", and accelerate the implementation of the "Nine Programs" of the Forum on China-Africa Cooperation for a closer China-Africa community with a shared future.
