Hon. Alex J. Tyler, former Speaker of the House of the representative,
Distinguished Dr. Abimelech Paye Gbatu, President of the Bomi Community College (BCC),
Distinguished vice presidents, faculty and students from BCC,
Distinguished Bomi County and Tubmanburg City officials, chiefs and elders, and other guests,

Ladies and Gentlemen,

Good afternoon! I am delighted to visit the renowned Bomi Community College and Tubmanburg City for the first time and attend the Induction Ceremony of BCC President Gbatu. We wish President Gbatu and other leadership members every success in their endeavors.

We are extremely delighted to note that President Gbatu is a China-trained scholar who has obtained his Master and PhD degrees from China University of Petroleum in Beijing. In fact, more and more China-trained scholars have taken or are taking up important positions in public sector of Liberia, making great contribution to the economic and social development of Liberia and China-Liberia friendship.

Over the years, the enthusiasm for both studying the language and learning knowledge in China has been growing worldwide, including in Liberia. In order to meet the rising demands for human resource capacity building, the Chinese government now provides Liberian candidates with more than 50 full government scholarships and hundreds of short- and long-term training opportunities every year. Besides, the Chinese Ambassador Scholarship benefits more than 100 students of excellence from University of Liberia, Tubman University and Cuttington University. The Confucius Institute at the University of Liberia teaches Chinese language and popularizes Chinese culture for local people. This fully demonstrates how closely our two countries and peoples are bonded through friendly people-to-people exchanges and cooperation.

Mr. President and dear friends,

Last year, the Chinese people celebrated the 100th anniversary of the founding of the Communist Party of China(CPC). President Xi Jinping declared the complete victory of our poverty-reduction battle by which the Chinese government has successfully lifted nearly 800 million rural people out of extreme poverty in just four decades time since reform and opening-up began in 1978. And we have realized our first centenary goal to build a moderately prosperous society in all respects. Later this year, the CPC will convene its 20th National Conference which will be a significant event for the Party and our nation. The Chinese people are now marching towards our second centenary goal to develop China into a great modern socialist country that is prosperous, democratic, culturally advanced, harmonious, and beautiful.

China and Liberia are good friends and good brothers. There are many vivid examples of mutual support and cooperation between our two countries such as the Barreke Sugar Mill in Maryland county, the SKD Sports Complex and its renovation project, the renovation project of Liberia Broadcasting System(LBS), the JFD hospital (Jackson F. Doe Memorial Regional Referral Hospital with a China-trained CEO) in Tappita, the agricultural technology demonstration center in Bong County, the Monrovia Vocational Training Center, the Fendell campus of the University of Liberia, two annexes to the Capitol Building, the Ministerial Complex, the new terminal of Roberts International Airport (concessional loan), etc.

Under the framework of the Belt and Road Initiative(BRI), the Global Development Initiative(GDI), and the Global Security Initiative(GSI) proposed by President Xi Jinping and the “Pro-poor Agenda of Prosperity and Development (PAPD)” proposed by President George Manneh Weah, people are witnessing broader and strengthened cooperation in many other fields. These include among others the two Capital overpass bridges, the clinical diagnosis and treatment laboratory of the 14 Military Hospital, and the LBS expansion and upgrade project which have finished their design stages and are about to commence. The Somalia-Sinkor Road and Bridge project is making steady progress. A new phase of bamboo and rattan weaving technical assistance project, and a new phase of the LBS technical assistance project will also be implemented soon(including service to one radio station in Tubmanberg). And for 14 consecutive years, Chinese government has dispatched a medical team to JFK Hospital to help provide high-quality medical and health services to the people of Liberia. The Chinese government and relevant charity organizations have provided 6 rounds of anti-epidemic materials to Liberia since the outbreak of VOVID-19. The Chinese government has also implemented a zero-tariff policy on 98% of imported goods from Liberia. Last week, in order to raise the awareness of the Right to Development(RTD) and promote economic and social development of Liberia, our embassy co-hosted the 1st National Conference on RTD in Liberia with the UN Office of High Commissioner for Human Rights(OHCHR) Liberia country office which turned out be a success. Thank you to the development superintendent and other representatives of Bomi County for their participation and contributions.

Mr. President and dear friends,

Today, China-Liberia relations are presented with unprecedented historic opportunities for further enhancement. Entering into the new era, China will continue to uphold the foreign policy of sincerity, practical results, affinity and good faith as well as the right approach to greater good and shared interests. China will deeply integrate our development with that of Africa and Liberia by integrating the BRI, GDI and GSI closely with AU Agenda 2063 and PAPD. China will vigorously implement the “Nine Programs” of the Eighth Ministerial Conference of the Forum on China-Africa Cooperation. China will continue to strengthen cooperation with Liberia in different areas including education and people-to-people exchanges and build together a community of shared future for the peoples of our two countries.

Thank you!
